Pista ng Pelikulang Pilipino 2020

THE EVENT

The Pista ng Pelikulang Pilipino (PPP) is a week-long celebration of Philippine Cinema where new quality genre Filipino films are screened for one (1) week in all regular cinemas nationwide. No foreign film will be screened during PPP except in specialty cinemas to give the opportunity for the whole country to celebrate its own local films. This event is organized by the Film Development Council of the Philippines in partnership with the Cinema Exhibitors Association of the Philippines (CEAP).

Now on its fourth year, PPP has created a culture of support from the audience and FDCP intends to continue this tradition to continuously engage moviegoers nationwide to patronize local films.

AIM OF THE PISTA NG PELIKULANG PILIPINO

The Pista ng Pelikulang Pilipino aims to:
  • Provide a platform for Filipino producers, especially independent film productions, to produce films that would connect to the wider Filipino audience via nationwide release
  • Serve as the venue to encourage Filipino producers to produce films for the diverse and discerning taste of the Filipino audience
  • Offer audience a variety of film genres with original narratives and unique storytelling, keeping in mind the nationwide market that the films are catering to
  • Serve as the platform to discover local films that can cater to the domestic market and at the same time can find audiences beyond the Philippines
  • Serve as the event that encourages the culture of watching local films in cinemas

QUALITY GENRE FILMS

As an event dedicated to audiences around the country, PPP intends to showcase a diverse variety of elevated genre, ranging from family-oriented, to romantic comedy, horror, fantasy, historical films and the like or art house films that emulate Filipino sensibilities and culture, while at the same time having commercial and even global appeal.

DATES & VENUES

The event will take place from Friday, September 11th to the following Thursday, September 17th in ALL theaters nationwide (more than 900 cinemas), except specialty cinemas including, among others, IMAX, and 4DX.

SELECTION OF PARTICIPATING FILMS

For the fourth year of PPP, a total of ten (10) local films originating from the Philippines and having its Philippine Premiere in PPP will be selected and curated by a Selection Committee designated by the Film Development Council of the Philippines. The FDCP Chairperson will serve as the Chair of the Committee.

A. Methods of Selection
  1. Four (4) film projects in its advanced stage of development or production stage will be selected. Deadline of submission is on March 20, 2020.
  2. Six (6) finished films or films in post-production will be selected. Deadline of submission is on June 15, 2020.
  3. Among the final selection, a maximum of two (2) films will be accepted per genre e.g. romance, comedy, action, etc.
  4. Each production company may submit more than one (1) entry but only a maximum of two (2) entries will be selected as part of the full line-up, including co-production.
  5. Production Companies who submitted their film in the production stage but was not selected by the Selection Committee may submit again during the post-production stage. They will not be required to pay the application fee again.
  6. The films will be screened during the Pista ng Pelikulang Pilipino in more than nine hundred (900) regular screens throughout the country.

B. Eligibility for Projects in Advanced Stage of Development or Production Stage
The event is open to independent production companies with film projects in its advanced stage of development or in production stage. Submission is open to co-productions, which are encouraged.

Eligible entries must satisfy the following requirements:
  1. Submitting Primary Production Company must be an independent production company and must either be a member of the Philippine Motion Picture Producers Association (PMPPA) or must have produced at least two films which were theatrically released in commercial cinemas.
  2. Furthermore, the final intended product:
    1. Must have themes reflective of the Filipino sensibilities with wide audience appeal.
    2. Must be produced within PPP's intended timeline.
    3. Must have its Philippine premiere during the Pista ng Pelikulang Pilipino.
    4. The film must be submitted with English subtitles.
    5. Must have a minimum of 75 minutes and a maximum of 180 minutes in length.
    6. As a technical requirement, must be intended to be mixed in at least 5.1 audio format or higher.
    7. The film must also be in 4K resolution, both in production and output.
    8. The production Company must have an in-house distributor or distribution company attached to the project.
    9. The production Company must submit a comprehensive marketing publicity plan.

C. Eligibility for Finished Films or Films in Post-Production
The event is open to ALL PRODUCERS (independent film production or corporate film studios) with a full length feature film project directed by a Filipino director. Production Company must submit a finished film or a film in its final production stage (rough cut or picture lock).

Eligible film entries must satisfy the following requirements:

  1. The film should have themes reflective of the Filipino sensibilities culture with wide audience appeal.
  2. The film should have been produced from 2019-2020.
  3. The film must have its Philippine premiere during the Pista ng Pelikulang Pilipino and must not have been previously shown in any format in the country. (Note: Films which premiered internationally are eligible).
  4. The film should have a minimum of 75 minutes and a maximum of 180 minutes in length.
  5. The film must be submitted with English subtitles.
  6. As a technical requirement, the film must be mixed in at least 5.1 audio format or higher.
  7. The film must also be in 4K resolution, both in production and output.
  8. The producer must have an in-house distributor or distribution company attached to the project.
  9. Production Company must submit Marketing plan and distribution strategy.

CO-PRODUCTION AND POST-PRODUCTION INVESTMENT FUNDING

Selected projects in advanced stage of development or production stage may opt to receive a co-production investment fund of up to 2 Million Pesos through FDCP’s FilmPhilippines Philippine Co-Production Fund (PCOF).

For selected projects from the finished films or films in post-production stage by independent production companies, producers may opt to receive a post-production investment fund of up to 2 Million Pesos through the FDCP’s FilmPhilippines Co-Production Fund.

REQUIREMENTS FOR SELECTED FILMS

The producers of the final selected films must commit to the following:
  • To authorize one or more officers to attend coordination meetings as determined by FDCP.
  • To authorize one or more officers from its distributors to attend the daily Playdate Meeting as determined by FDCP.
  • To commit the attendance and participation of the producer, director, and artists in all mandatory promotional and marketing activities of PPP 2020, including but not limited to:
    1. PPP Grand Mall Show
    2. PPP Grand Fans Day/Fan Con
    3. PPP Premiere Night
    4. PPP Awards Night
  • To recognize FDCP’s support by placing FDCP’s name and logo on the film’s opening credits and publicity materials, including materials for Sandaan, the One Hundred Years of Philippine Cinema, the manner by which will be specified by FDCP.
  • To include the brand name of Pista Ng Pelikulang Pilipino 2020 and logo in all its publicity materials (posters, digital marketing, on-ground, on-site, etc.), the manner by which as specified by FDCP.
  • To provide FDCP the following materials pertinent or relevant to the promotion, marketing, and exhibition of the film in accordance with the following specifications:

    3. Hi-Resolution Trailer (in separate elements and versions)

  • To secure the film’s MTRCB rating, on its own account, for its use in distribution, to be duly endorsed by FDCP.
  • To agree to the production of industry passes to be given for free by FDCP to sponsors and partners, as well as discount promos as specified by FDCP.
  • To provide FDCP the following formats of the film: HD cam (master), ProRes 4:2:2 HQ, DCP with no KDM (2), and Blu-ray/DVD (1) copies, as well as non-film related materials of the film such as posters, stills, BTS, to be deposited to FDCP’s Philippine Film Archive for preservation and safe keeping purposes pursuant to Republic Act No. 9167. A separate Agreement between FDCP and the PRODUCER shall be drawn for this purpose.
  • To participate as speaker/mentor in at least five (5) of FDCP’s Educational & Cultural Exchange Programs to be arranged and identified by FDCP within two (2) years of signing. All talent fees will be waived.
  • To register its company, director, and actors of the film to the FDCP National Registry.
  • To free FDCP from any claims for damages, injuries, and death sustained by the organizers and participants of the Festival as well as claims over encumbrances, debts, and ownership, or possession, including the intellectual copyright or any property rights, over the contents, clips, films or any other materials used in the conduct of the activity.

SINE KABATAAN

Sine Kabataan is a short film competition of Pista ng Pelikulang Pilipino which provides a platform for the youth to voice their stories through film.

Eligible full feature films must be willing to hardlock short film counterparts (2-5 minutes) from the Sine Kabataan Short Film which will be showcased during PPP.

ASSIGNMENT OF THEATERS

Theater assignments for the ten (10) films will be determined by the FDCP and the theaters involved. A minimum of forty-five (45) screens will be assigned to each film upon the opening of PPP with a guaranteed 3 days of screening unless during extreme cases. Depending on the cinema involved, extreme cases constitute those with zero to less than expected turnout of audience during screening. After three days, it will be the theaters discretion to replace low performing titles with their preferred titles provided that all films will still have at least 20 screens until the end of the run. Extension of screening beyond the Pista ng Pelikulang Pilipino will be based on the box office performance of the film.

On the 3rd day of screening there will be an awards night ceremony during PPP Thanksgiving Night / PPP Pasasalamat. The following awards will be given:

DATES AND REQUIREMENTS FOR SUBMISSION

For Films in Advanced Stage of Development or Production Stage
Entries must be submitted to the FDCP office with the following requirements on or before March 20, 2020 with a corresponding entry fee of P5,000.00 issued via cash or via manager’s check made to the Film Development Council of the Philippines.

  • Letter of Intent Addressed to FDCP
  • Duly Accomplished Entry Form with Notarized Certification Form and the following attachments:
    • Synopsis
    • Lead actors and lead actress profile
    • Biography and Filmography of the Director, Producer and Writer (1 page)
    • Production Company Profile (1 page)
    • Directors Statement about the project (1 page)
    • Detailed budget and financial plan. If applicable, structure of co- production.
    • Development and Production Timetable
    • 3-pages Marketing and Distribution Strategy
    • Full Script
    • Proof of concept in audio-visual format via USB or secured online link. This can be teaser or pitch trailer of the film

For Finished Films or Films in Post-Production Stage
Entries must be submitted to the FDCP office with the following requirements on or before the following dates with the corresponding entry fees issued via cash or via manager’s check made to the Film Development Council of the Philippines.

  • April 15 to 30 - P5,000.00
  • May 1 to 30 - P7000.00
  • June 1 to 15  - P10,000.00
  • Letter of Intent Addressed to FDCP
  • Duly Accomplished Entry Form with Notarized Certification Form and the following attachments:
    • Synopsis
    • Lead actors and lead actress profile
    • Biography and Filmography of the Director, Producer and Writer (1 page)
    • Production Company Profile (1 page)
    • Directors Statement about the project (1 page)
    • Detailed budget and financial plan. If applicable, structure of co- production.

A watermarked screener copy of the film (For Consideration: Pista ng Pelikulang Pilipino) must be submitted via seven (7) DVD copies. Secured online link and password to be sent to a secured email address.

ANNOUNCEMENT OF FINALISTS

Selected films in advanced stage of development or production stage will be announced by the 7th of April 2020 while the selected finished films or films in post-production will be announced by the 6th of July 2020.

SCREENING PROMOS

On top of the quality film offerings of PPP, theater promos will be available to the audience, including the following:

  • P180 Student Admission Price for Cinemas in Metro Manila
  • P130 Student Admission Price for Provincial Cinemas

AGREEMENT

By entering entries to Pista ng Pelikulang Pilipino, producers agree to the following:

  • Adherence to all rules, regulations and conditions contained in this document
  • Certifying that all film and music rights and production clearances have been obtained (in accordance with any and all existing applicable laws).
  • Agreement to not to withdraw the film from the event after it has been selected.
  • In case of any violation of the guidelines and rules or if any participant is found to found to have committed plagiarism or has undertaken fraudulent practice and/or activities harmful to PPP or the PPP submission process. The organizers reserve the right to disqualify the participant and their film, remove them from the program, or forfeit any prize from a participant at any point in the competition.
  • FDCP reserves the right to create, revoke, and modify at any time, in any way its entry requirements, rules and regulations at its absolute discretion without prior notice. Finalists and submitted entries shall be bound by any amendments or addition to the entry requirements, rules and regulations herewith.
  • The decision of the Selection Committee and Jury is final and irrevocable. The organizers are not obliged to give explanation for the results.
